Had privilege of joining the session 2 with ADB, Exim Bank, PEPC, ECGC etc. Shared views that Global public procurement estimated to be worth $13 Tr. annually, presents big opportunity to Indian Manufacturers & MSMEs. At the same time Non Govt procurement is still bigger opportunity within India and abroad. FTAs allows access to foreign Govt Procurr, but issue lies in prequalification, terms and conditions, local specifications/certifications, local mfr conditions, etc. Absence of substantial local supply base is another bottleneck. There is need to improvise PPP MII, which is only for GOI and not for States/Private. In case of telecom Govt operator BSNL has about 10% share, so domestic companies share is much smaller. PPP MII says minimum 3 domestic mfr to qualify in list for domestic procurr. This is not feasible for telecom, specially as there are just two companies worldwide one each in Sweden & Finland. Lack of clarity on definition of MII, as EMS are also eligible to be called MII. In case of SI bids, the choice of individual items is left to SIs, who do not follow PPP MII.
